Agenoy in London, would be suitable. Te can
easily spare him from the Agenoy. He was Judge ih
Malaya, and acted for years as Ch. Jud. Connr.
He is an admirable linguist, both French

I have never discussed the opium question with him,
and the first step would be to do so, and make sure
that he holds sound views. But as Mr. Freeston will
be back on the 1st of March, we might wait for
his return so that he may have his say in
the matter (I believe he will agree ) and be
present at my interview with Ar. Innes.
